I think they did have the setup to potentially progress to a new version of old role, but didn't get there, like they got distracted along the way or wanted to keep her grounded too much when pretty much everything in Tomb Raider is absurd. The new trilogy is weird, my theory on something that didn't help is moving from Crystal Dynamics To Eidos Montreal between second and third games.
